This is the last remnant of the Stapien people, who were wiped out by the Nobourns. While it would still be another 600 hundred years until the formation of the Empire as it exists now, the Nobourns (at this time, Iron Age warlords) would quicky develop the technology to conquer the stars, and expand throughout the Mikhail Subsector Galactica.
The Stapien Ziggurat is known to have been a religious building, but all traces of the religion have been destroyed. Indeed, even to this day, it would be illegal to possess any remnant of the Stapien religion within the GCE. At the time of its destruction, it is believed that the Ziggurat had been in conuous use as a religious complex for about 700 years.
