Handon Halibut

Handon is the Steward of Esk, born as a common fisherman in a remote rural village. He has worked his way from abject poverty, through a series of clever trade investments, to become the senior member of the Council of Merchants. Breaking with tradition, although now counted a noble, he kept his fisher name, rather than seeking the allocation of a bird's name. He has enacted several wide-ranging reforms, although he has been increasingly frustrated by the more traditionalist General Sabitha Lorken. Though the two agree on the need to protect the borders of Esk from the Blight and Estol, they disagree on many of Handon's reforms.
