Pokémon League
The Pokémon League is the governmental group that employs Gym Leaders. They also host the Pokémon League Championships every five years.
The Pokémon League Championships are held on the cruise liner SS Cynthia, which takes a trip around the region during the championship to drop off losing trainers and collect any trainers who have earned all eight gym badges. The sea route taken by the Cynthia passes through the territory of powerful wild Pokémon, and is known as the Victory Road. At the end of the Cynthia's route, any remaining trainers are taken to the Champion's Stadium for the final showdown.
There are eight Gym Leaders: Thysania with her insects, Carrie the probably-a-ghost, Craig the rock climber, Dominic the ice sculptor, Genevieve the absolute bitch, Zephyr the meteorologist, Tyson the oilman, and Ajax the security guard.
There are four (obviously) members of the Elite Four: Thomas Von Steinmentz, the Electric trainer who constantly fails to create an ever-burning lamp; Vallery Erde, the Ground trainer who is always in pursuit of a new archeological discovery when she isn't asleep; Nora Sordez, the Poison trainer whose tirades about pollution have gotten her deported by the big companies; and Michael Malloy, the Normal trainer who would love it if his friends could stop getting themselves into trouble and also come on his radio show every now and then.
There is actually no champion at the moment, as he disappeared years ago.

Structure
The League has thirteen key members: The strongest trainers in the region - The Champion, the Elite Four trainers, and the eight Gym Leaders. The Elite Four gather once every five years to accept challenges from the new crop of strong trainers, and anyone who manages to defeat all of them earns the right to challenge the Champion.
