These documents are disclosed as blueprints for potent biological weapons, though their specifics are not disclosed : the chase is immediately given, and Ursula, talented but greedy, sells the Federation the intel of who has the documents so they'd drop the pursuit. She points to Hécathè Parliament. This puts the Federation on its toes, as even if Hécathè is prehistoric in its main territory, it grew a grey reputation of secretive, underhanded organization half-independant. Avoiding a conflict, the Federation accepts Hécathè explanation that they bought the blueprints so that noone else would get them to protect the Standpoints as a whole, and research on biological weapons is banned worldwide.
