It rings a bell; I think I have read something about it, although it was couched as fiction. It was a kind a vampire saturnalia? A celebration of the love of blood? I'll try to find the book I read it in; I think it is here in my apartment, not at work.

OK, I found what I was thinking of. It’s from an 1899 novel that was a knockoff of "Carmilla" that is basically a Victorian version of "Interview with the Vampire". It was published in Paris, and then banned for being too salacious.
Anyway, it mentions Sanguinalia as a kind of "Blood Orgy" celebrating the vampire lifestyle; it was also known as The Crimson Carnival. Some of the details were definitely stolen from the Marquis de Sade - um, don't read anything he wrote until you are older. In the book, it wasn't an annual celebration; a leader of the vampires in Paris announced the Sanguinalia to mark his reign, predict prosperity maybe? The novel is a bit vague; the author spent two lines on the politics, and two chapters describing the event itself, which is pretty much body horror erotica, where the vampires keep crying out "Pour l'amour du sang", which means "For the love of blood".
This is a fictional story of course, but maybe the author heard about something real that inspired it? It does not sound like a safe thing to look into, though; you should probably give it a wide berth. The humans in the story did not survive the Sanguinalia.

Wilma, I don't think you should be trying to tackle a vampire blood celebration; that sounds insanely dangerous, even more than the "graveyard shifts" you normally post about. Can't you call the cops or something?

do you really think the cops are going to show up to stop a bunch of vampires from eating people? even if they do - bullets don't stop vampires and the lapd doesn't carry stakes. if they even show up, and aren't on milos's payroll.
or we could just stay home and let milos and his buddies have their bloodfest - do you like that?

Given the circumstances you detailed, a straightforward report to the police is unlikely to produce an adequate and timely response. But an oblique approach may be more effective, and can disrupt the Sanguinalia and potentially save lives.
You will need to establish the location and time of the event. Then call in an anonymous tip to either the County Sheriff’s Department or the California State Highway Patrol - not the LAPD. Use payphones, not home numbers. Report a hostage situation involving firearms and explosives at the location of the event. This should be repeated from several payphones in the area by multiple people. This should trigger an armed response from law enforcement, and once on site they should disrupt this event.
You mentioned the name Milos. If this is Milos Ardeleanu, you can leverage this as well. A known associate of Ardeleanu, one Radu Moroz, was featured on America's Most Wanted. He is known to be involved in human trafficking. You can report a sighting of Moroz, claiming he was heavily armed and had a number of prisoners and associates, to the FBI tip line. An appearance of Moroz in proximity to Ardeleanu would be seen as credible and trigger a response.
If you wish to maximize response, a report of a fire or gas leak at the location would also bring out the fire department, which would draw even more attention to the site and disrupt activity there.
You must understand that much of what I have described here would fall under the category of false reports, which carries legal consequences. Also, the law enforcement officers who would respond will be in danger, and may be injured or killed. If you choose to follow this course, be aware of the consequences. However, I think this carries a greater chance of success than your currently stated plan.

Thanks! I’m planning to expand it before the event ends; hopefully Wilma and her friends survive whatever they choose to do!
