His Sovereign Majesty Etienne (a.k.a. the Red)
Etienne la Roue is the absolute ruler of the Burna Sovereignty. He is a 50-year-old Human from the Arian city of Aramor. He has been a pirate for more than 25 years and took control of the City of Burna nine years ago, becoming the latest Sovereign of Burna.
Etienne is a talented and capable ruler, but his greatest strength is in his understanding of planning and logistics. In his first year as Sovereign, he managed to capture a Fangorian ship that was transporting 45 construction specialists that were travelling from Solir to Soth. These specialists included master masons, architects, designers, smiths and carpenters that were tasked by the Prince of Fangort to build coastal fortifications for the Principality. Rather than simply ransoming them for gold (which he could have easily done), he determined that there ransom was to spend a two years designing and overseeing the construction of several fortifications in and around Burna. Of the 45 specialists, two died of disease, one was killed for trying to escape, and the rest successfully completed their required tasks and were released as promised. To many people's surprise, however, eleven of the released masters chose to remain in the employee of Etienne rather than return to Fangort.
Etienne is also ruthless and utterly cold-blooded. Upon hearing that three Oshahni tax collectors were found in a dung pile with their throats slit, Etienne had the entire population of the settlement where it happened crucified. 146 Karni men, women and children were nailed to trees and posts along the three roads that lead into the village as a warning for any who might consider fighting back against the Oshahni rule.
