Jerbal Bay

A corner of the country with a rather unique status. This country has states and territories, this tiny little corner of the country has been sliced off so that the National Capital can have a port to call its own that does have the usual ties with the states which could play politics with access. In a time of Empires it was important that a country’s Capital had a port so a complex set of negotiations resulted in this tiny corner of the country existing in a sort of strange limbo.   In the end it wasn't really necessary but it has kept its unusual status and is used and abused by people, organisations and other nefarious institutions for their own needs.   Jerbal Bay is a place with conflicting visions. To the visitor there are white sandy beaches, green forest walking paths, rustic B&B’s with Bushranger memorabilia and all the tourist trappings you would expect from a holiday area.   The Bay has many scattered villages and hamlets across the area.   The locals however see a very different Jerbal Bay and even then that depends on which sort of local you are talking too.   If they say they are a sailor then that means they work for the Navy, a fisherman means they crew one of the various trawlers that operate from the Jerbal Bay fishing wharves. They might say they work at the “Uni” or are doing a “course” there. That means they are either a lecturer or student at the National University’s Jerbal Bay Marine Sciences campus. That’s a bit of a misnomer now as they also teach the Naval Officers Training Course which means they offer subjects as broad as politics, international relations, nuclear power systems and more.   The “locals”, always placed in inverted comma’s even when spoken aloud, are those that have lived here for most of their lives and usually have family histories going back to the earliest colonial days. The “locals” mostly make their living from the sea, the forest, the tourists, the Navy, the “Uni”, or farming. If you work for the “Government” then you are usually from “Away” and work in one of the various obscure areas around Jerbal Bay that have large ominous signs saying “Keep Out” or “Authorised Personnel Only”
