Meletis's grand Observatory is run by Thanassis Toccilis, a philosopher and thaumaturge. He is a formalist. Formalist philosophers believe in a realm populated by abstract entities such as numbers and theories. They focus their efforts on trying to improve the moral fabric of the polis, hoping to create the ideal society, where people live together in peace, and where war and crime disappear.
Additionally, the type of magic he practices, Graviturgy, is what allows him to keep the crystals that power the telescope in proper alignment at all times.
