Kagan
Kagan is the queen of the Bedoowan. Thanks to her halfling heritage, Kagan looks to be a 15 years old girl, with the soft features of an elf that has not yet reached adulthood. She has blue eyes and small pointed ears. A golden circlet is upon her head, wrapped around her long blonde hair to signify her royal status. She wears beautiful clothes.
The queen masquerades as an immature child, whining and crying on several occasions to get what she wants. In truth, she's 98 years old and intensely cunning. On her orders, she keeps the Milago enslaved to the Bedoowan, seemingly being tricked by her step-brother, Mallos, to be an unwilling puppet.
In actuality, Kagan hopes her brutal rulings will provoke the Milago into doing something drastic, like attack the Bedoowan. In the chaos, she plans to kill Mallos.
Marr is the only one who knows Kagan's true personality, and Kagan is the only person alive who knows what Marr looks like beneath her armor. In times of strife, the two have turned to each other for sexual satisfaction, and though there is a shared romantic attraction there, neither is brave enough to act on their feelings beyond the physical.
Karel was her father. The true nature of their relationship is unknown. Rumors circulate that it was Kagan who had her father secretly poisoned in order to ascend more quickly to the thrown.
Kagan is the only person alive who knows where the Hunter of Hunters is. She remembers when Vide and Galud came to her father with the weapon. They hid it on Denduron, a Territory that's yet to embrace magic and is centuries away from developing gunpowder (which Kagan mispronounces as djunn power). The Hunter of Hunters is located in a hidden compartment at the foot of Kagan's bed.
