Norrlander Pirates

Recently, there has been increased pirate activity in the southern Tazzani seas, where Norrlander ships have been seen to attack merchant vessels, looting everything in them before sinking them, and then turning to flee back to the treacherous northern seas where they know no southern sailor will be able to safely pursue them.
Norrland nobles have been denying any association with or even knowledge of these pirates, although if you ask this author, it is hard to imagine where they may be offloading their stolen goods without the cooperation of local lords.
Regardless, more merchants are beginning to send goods overland in an attempt to avoid these pirates, and more and more Tazzani nobles are demanding that Emperor Heinrich I send his forces to deal with the pirates once and for all.
