Glitter Belt
The Glitter Belt is at the fringes of Meliora and is home to all the lawbreakers there are. Broken into four sectors of Pandora, Vesper, Bracken, and Aurora. Infrequently patrolled by the Empire, and only Bracken really submits to Imperial authority. Most cops out there are seriously corrupt, though.
