The Psi Index

With the seemingly exponential growth of psionics within the populace (most of which can be attributed to the growth of Tesseract's Key), the Psi Index has never had more people on it, and it just seems to keep growing.

Utility

The main benefit of the Psi Index is quick identification of the potential abilities of any given registered Psion, which is nearly universally required by all factions. The Psi Index operates on numerical system, ranging from one to ten, with each score indicating a higher potential of ability, though it does not necessarily imply that the psion, or potential psion, is trained enough to use their powers, or even be aware of them. The scores of the Psi Index with a summary of the potential abilities are as follows:
1 - The individual has a psychic presence, but no psionic abilities. Under current theories, it is impossible to be both sapient, and have a score below one.
2 - Nearly identical to 1, but the individual, with incredible focus, may be capable of generating simplistic psionic abilities.
3 - The individual is likely able to generate psionic abilities with some training, though in rare cases they may be capable of generating minimal effects without training. It is estimated that almost 97% of all people within the galaxy are a 3 on the Psi Index. Potential psionic abilities include matter solidification, quantum influence, and emotion reading.
4 - The individual can generate psionic effects with effort, and can use training videos to "self-teach" psionic practices, not needing specialized teaching.
5 - Individuals at a five are almost guaranteed to be able to produce effects, even without training. Potential psionic abilities include mind reading, telekinesis, and in some cases, mind control.
6 - Similar to 5, but with higher potential abilities, such as mind domination, gravitational influence, and potential meta-metamorphosis.
7 - Seven is the floor of absolute power - individuals are capable of creating psionic effects without training, including hyper-lethal attacks. Potential psionic abilities include permanent irreversible psychological damage or influence, and the warping of reality to their will.
8 - Similar to 7, but with a higher potential. It is highly unlikely to find individuals which have not unleashed their potential at this stage, and nearly impossible to contain them without highly specialized tools. Potential psionic abilities include instant killing, self-sustaining quantum reactions, and even permanent mind-slaving of individuals.
9 - The theoretical maximum potential of any given individual. At this point, it is, for all intents and purposes, a super weapon. Any given person at nine can easily permanently turn almost anyone in the galaxy to their will, can potentially crush entire buildings or ships with gravitational force, and possibly even rewrite quantum sub-fields to erase memories on a galactic scale.
10+ - There are no individuals currently identified as a 10 or above on the Psi Index. It is theorized that individuals at this level could create energy from nothing, reversing entropy.

Social Impact

The Psionic Index was originally used as a means of placing the potentiality of conscious quantum influence based on scans of neural structures, though it was slowly changed into a more regulated and governmental tool to track not only potential ability, but awakened individuals capable of weaponizing their body at range. Within the more recent thousand years, the Psi Index has gone from being a majorly scientific measure to a power system meant to identify, suppress (or awaken) powers, and track potentially dangerous individuals.

Complexity

While individuals do not typically move on the Psi Index in their life, there has yet to be anyone who is completely incapable of producing psionic abilities. With extreme effort and lifestyle changes, it is possible to increase one's own psionic potential, sometimes by multiple levels on the Index.

There is a noticeable, though not entirely causative, correlation between high intelligence and high placement on the Psi Index.
