The Grey Hunt seems to be a "thing". Percy has mentioned it as something he needs to explain to Vex, but has neglected to do so.

Backstory / History

Vex was marked for death at some point in the past, related to The Clasp . Vax interceded, which is why he got the brand on his back (which has now been burned off / muddled by Keyleth . Someone else died in her place.
Vex was being stalked by someone (someone wanted her, Vex doesn't know who, but The Clasp was hired to get her).
Vax took somebody else, turned him in to looking like Vex by touching a stick of tongues (plymorph tongue stick?)
We don't know what happened to the person (that looks like that), presumably still exists sooooomewheeeere, but unlikely to be a free individual. Could always be brought back later as Vex's dopelganger
