So the "penance" is (to my current understanding): the gods noah flood wiping everywhere ( Vasselheim is implied to not have been wiped, but not directly confirmed) This is the event called The Penance by Highbearer Vord
Within Vordian theology there is sort of a separate "oath" also called the penance it seems, where mortals still "make up" for the infractions / sins of their ancestors Speculation - And so Vasselheim sort of thinks that others are breaking the penance through arcane magic
