Government

The town of Caelfall is ruled by a major, who holds office as a vassal lord of the Lord of Mistmore, a larger coastal city to the south. On top of his own soldiers and guards, he is also afforded a contingent of Folksguard who help police the town and keep order according to the laws laid down by the King and the Lunate Council.

Assets

Due to their close proximity to a forest, wood, wild game, pelts and herbs have become important trading goods for the town of Caelfall. It still has ample agricultural import from the surrounding area, but not enough to provide for other cities and towns. On top of this, there are several stores, craftsmen and businesses. With its location along the Lunar Path between Scaelor and Zarastil, many trade routes pass through the town on a regular basis. Thus several establishments can be found in town:
Sethralis' General Goods: The shop is a single-storey timber and brick building, with a smooth stone floor. Several snakes slither along shelves filled with bizarre items. The shopkeeper is an irreverent female triton named Sethralis. She is a skilled haggler.
The Bubbling Scar: The shop is a single storey half-timbered building, with dwarf-wrought iron furnishings. Inside a heavyset adventurer is trying to sell a few items. The shopkeeper is a young good-spirited female half-elf named Marger. She was once an adventurer but was maimed by a dragon.
Brass-wrought Armaments: The shop is a three-storey tower hewn from an outcrop of crystal, with tall elf-wrought wooden shelves. It is protected by a bound fire elemental. The shopkeeper is a slender female dwarf named Disana Guldolfdotr. She is suspiciously inquisitive.
Orcish Delicacies: The bakery is a single storey stone-walled building, with tall elf-wrought wooden shelves. Every piece of metalwork has been brightly polished. The shopkeeper is a short male half-orc named Gainigoia. He was once an adventurer but retired after his companions were slain in the ruins of Grimhammer. 
Earurh's Scriptorium: The shop is a two-storey stone-walled building, with carved wooden doors. The air is filled with the scent of ancient tomes and scrolls. The shopkeeper is an old male human named Earurh. He will purchase monster teeth for a silver coin each.
The Rotten Needle: The shop is a three-storey tower of conjured stone, with a smooth stone floor. The walls are engraved with runes of power and sorcery. The shopkeeper is a tall male elf named Rimthu. He is particularly interested in items and artefacts of necromancy.
Kreagniga's Woodwork Workshop: The shop is a two-storey building of stone walls, with tall elf-wrought wooden shelves. The air is filled with floating motes of light. The shopkeeper is an overweight female half-orc named Kreagniga. She extends a small discount to clerics.
The Marching Guard: The inn is a small half-timbered building, with a large cellar. Several battered shields hang on the walls. Accommodations consist of several wooden cots in the cellar and several hammocks in the common room. The innkeeper is a short female dwarf named Laga. She has an identical twin named Daga, who works opposite shifts.
The Mousy Trap: The inn is a large half-timbered building, with a tiled mosaic floor. Accommodations consist of several small rooms with beds and woollen mattresses. An attached three-storey tower suite is reserved for noble patrons. The innkeeper is an old tabaxi male named Garafeld. He is also a former rogue, and keeps a small arsenal of exotic weapons and poisons.

History

The town of Caelfall has had a history that is deeply connected with the forest to the north. Except for simply providing ample game and wood to the town, the forest has plagued the town with a curse. Once per month, on the night of the full moon, a horde of rats would invade the town and eat most of their supplies. Up until 25 years ago, this was a monthly occurrence. That's when the town enlisted the help of a powerful bard, who used his magical music to lure the rats away. But when it came time to pay, the town couldn't afford his services. Thus the bard uttered a curse on the town. He said that their troubles would remain but in another shape.    Since then, mysterious disappearances and heavy criminal activity has plagued the town. But the rats have not been seen since though.
