Vampire Infestation
Vampire infestations are actually took pretty seriously by the Vampire Nation. Usually they will be in a region, caried out by a specific Pureblood Clan. Sometimes minor clans and / or other Pureblood Clans will be involved to some degree. This is to make sure that the region is not overrun or comes to the attention of any enemy forces that would wish the Vampire Nation harm.
Infestations can take month, years and even decades. A rare few take that long it leaves a permanent scar in the psyche of the locals, who may come to believe they are cursed. They may try to get help from political and religious authorities to help out if need be, In some cases the vampires will act swiftly enough to bury themselves in to the region that it feels that they have always been there and just part of the local 'scenery' so to speak.
This can be true in and around a couple of regions in the Carpathian Mountains over the decades and now whole parts of this mountain range are under vampire control and not the local Khaganates. Indeed, some of the latter are actually the public faces of the Vampire Nation and Clans.
Manifestation
Usually a vampire and any followers they have take up residence in a region, primarily somewhere where prey species are and not in overly large numbers. Though this doesn't stop cells appear in smaller numbers in larger settlements like cities.
The fist Pureblood to feed on one or more victims will claim the region in the name of his or her clan. When they do, a message is sent to the Elders of the relevant clan and the Elder Council of the Vampire Nation. This is basically a writ of domination, stating that the specific clan is the main arbiters in that region now, and all others need permission from the Pureblood or their clan to hunt, feed or travel through or stay in the region. Any other reason will be evaluated and likely to result in clan warfare. This could lead to other local authorities turning against them.
Also, it helps to balance the amount of vampires & vampire spawn (or similar) being created or attracted to the region. This allows the amount of prey to stay at a healthy level and avoid starving the vampires. The latter can also use it to gain information, treasure, and other sources the vampires want to be monitored.
Localization
When a vampire infestation gets established, it will bring with it an unwholesome reputation that seeps into the very ground itself. The locals will become wary of outsiders who will be ignored or seen as the outsiders that they are. Anyone who tries to look into why this is will usually disappear or be converted if deemed necessary.
The region will follow their new masters where possible as long as it doesn't attract others who could harm the local vampire community. This can simple from stopping the authorities sending in military units to enforce the nation's laws, to religious authorities going in to get to the truth.
