Marklo

Marklo is the capital of Old Saxony, and holds the government of the Saxons. It's government is a tribal confederacy of the different Saxon controlled tribes. Widukind is the overall leader of this confederacy, but does not rule alone. He has no kingship, and more of a leader when needed. This confederacy is made up of nobles.   Marklo is near the bank of the river Yser in the middle of Old Saxony. It is heavily defended and quite militarised. Many weapon & armour holds are in it, and families of serving freemen live here, helping to run the city. At the centre is a large Meeting Hall, where all the nobles meet, with freemen & serfs. Usually a council of twelve nobles meets here, as the ruling body. The rest of the nobles, along with the freemen & serfs, are elected by their towns & villages to attend. This means any queries, matters of law, or other business, can be addressed, and any outcomes brought back to the other settlements.   Beside the meeting hall is a Motte-and-Bailey. This can double as a meeting hall and defensive position in the one go. Either building also welcomes guests who have any business with the council. A sacred grove is also nearby, attended to by female seers who oversee religious observances both here and through the rest of the country. They also induct new members at this site too, even if the inductee has been trained at least in part at other sites. A large treasure room is hidden below the Motte-and-Bailey and at least a portion of each settlement's treasure is hidden here in case of emergencies, and as a form of tax if needed. Weapon & armour smiths are present in the city, and tanners & dyers too, who produce some of the best weapons, armour, and clothing through the country.
