Jarros Kumbra, a Pasha of the Colonial Agency, is one of the few within the Agency passionate about founding new colonies, however unsafe they may be.
He is a nemesis to the crew. He has hired them several times (for low-paying jobs) and feels betrayed at their connection to his rival, Doctor Wana.
