Frank built Shimizu St Transfer Station from the ground up, and runs the place himself, along with a small crew and a fleet of Sakura Series 7 worker drones. There are other larger transfer stations in Blast Town, all owned by mega corporations and closed to the public. There is plenty of speculation about how Frank funded the operation, didn't get bought out immediately by someone like Zaibatsu Tech, and has stayed mostly free of the Spiderweb, but no one can say for certain.
