The Bubblegum Bandit

Background:
Vivienne "Vivi" LaBelle was born and raised in sunny San Diego, California. She always had a flair for the dramatic and a love for the spotlight. She excelled in science, particularly chemistry, but her passion for the arts led her to pursue a career as an artist/performer. However, she soon realized that her talents lay elsewhere.
While experimenting with various chemical compounds in her small lab, trying to create a new type of adhesive for her art projects, she stumbled upon a peculiar, pink, viscous substance. She dubbed it "pink goop," and she quickly realized its potential. This bright pink compound, when exposed to minor stimuli (perhaps a specific frequency of light, sound, or even a particular chemical trigger), could exhibit a variety of effects.
It could become immensely sticky, capable of adhering to almost any surface, or it could rapidly harden to a concrete-like strength. The best part? After an hour or so, the solidified "pink goop" would harmlessly flake away, leaving no trace. Realizing she could finally get rich – via supervillainy! – she abandoned her struggling art career and embraced her inner chemist and performer.
Crafting a vibrant, eye-catching costume, complete with a hot pink wig and purple contact lenses, she solidified her new identity. She also designed and built her signature gadgets: the "Gum Gun," a device that can launch globs of "pink goop" with varying degrees of stickiness and hardening speed, and fire bubbles – wonderful, pink bubbles – that burst with various effects depending on the chemical injection she applies before she fires. She can fire big, slow bubbles with lots of power, or streams of smaller, faster ones. When they pop, who knows if they will be sticky, toxic (though non-lethal), acidic (again, non-lethal), slippery, or something else entirely! "Gum Grenades," small, throwable containers filled with the versatile compound, round out her arsenal.
Relocating to Los Angeles, she adopted the persona of the "Bubblegum Bandit," using her "pink goop," her signature gadgets, and her natural charm to stage elaborate heists, turning her crimes into a form of performance art. She enjoys the thrill of the chase, the challenge of outsmarting her opponents, and the lavish lifestyle her heists afford her. She sees herself as a modern-day Robin Hood, though her "victims" might disagree.
One thing she is adamant about, however, is that she is not a killer. She might immobilize someone with her "pink goop" or use other non-lethal variations of the resin to hinder or halt them, but she has never knowingly or intentionally taken a life. In fact, she finds criminals who do kill unsettling, a line she refuses to cross. She also admits to having a soft spot for cute guys in tight costumes, especially her current nemesis, The Stuntman. He makes her swoon a little, a fact she'd never admit publicly.
  Personality:
Vivienne is a bubbly, fun-loving SoCal girl at heart. She's playful, flirty, and always up for a challenge. She enjoys the thrill of the heist and the attention she gets from her "performances." She's not malicious, and she avoids violence whenever possible. She sees herself as more of a "trickster" than a true villain. She's confident, charismatic, and always ready with a witty remark. She loves the California lifestyle and embraces it fully, often seen sunning herself by the pool or attending glamorous parties when she's not planning her next heist. She's driven by a desire for excitement, luxury, and a touch of infamy. If she were rich enough, she'd probably give up crime altogether, as long as she was still having fun. And while it's not her primary concern, she might just consider using her "pink goop" to stop a dangerous killer or murderer if they happened to cross her path.
