Background:
Victor Karlsen was born to two minor superheroes with enhanced physical abilities. From a young age, he exhibited augmented strength, stamina, toughness, and limited telepathic abilities. Unlike many who embraced their powers for heroism or fame, Victor developed an unwavering reverence for the rule of law. His admiration for justice and order was instilled early in his life, leading him to focus on upholding the law at any cost.
After attending the Canadian Extra Schools, Victor distinguished himself by following the strict legal protocols required for superpowered individuals in Canada. His talents and dedication earned him recognition and eventually led to his appointment as the first Extra (natural born superhuman) to serve on the Supreme Court of Canada. In addition to his judicial duties, Victor operated as a masked hero known as the Grey Judge, enforcing the law with brutal precision and a strict adherence to legal procedure. His favored weapon was a giant judge's hammer, symbolizing his role as an enforcer of justice.
Over time, Victor’s fascination with legal punishment and execution grew darker. He amassed a collection of historical tools of justice, including execution devices and torture implements. This obsession led to concerns about his state of mind, but no evidence existed to challenge his standing—until 1988, when an investigation into judicial corruption uncovered his secret life. Victor had been acting as judge, jury, and executioner in his private dungeon, where he imprisoned, tortured, and killed criminals, all while rationalizing his actions as necessary justice.
Branded a criminally insane serial killer, Victor abandoned his position as Supreme Court Justice and embraced his new identity: Judge-Mental. Now, he roams Canada as a ruthless enforcer of his own draconian interpretation of justice, targeting criminals, vigilantes, and anyone he perceives as lawbreakers.

His early admiration for legal systems has mutated into a dark, fanatical obsession with enforcing his own draconian sense of justice.
