The Clerks

The Clerks is an organization that for millennia has existed on the Somer Plate. They are a group that controls all those within the medical field, be it nurses, doctors, herbalists, or healers of any kind; they all are required to sign the Clerk's Register and keep them updated on their activities. The Clerks also keep registers and control over all medical facilities, be they for mental, physical, or magical purposes.
The Clerks require, as well, a yearly payment from everyone within their registers. They expect a fifteen percent cut of all earnings, both from individual persons and from facilities; as such, they also require their people to keep receipts that will be sent in together with their yearly payment. They also have a yearly quota that each person and facility have to reach; facilities have a higher payment that needs to be made than the individual person. As such, the Clerks encourage everyone to take a hefty sum for their services. Health care on the Somer Plate is as a result quite expensive, and those within the organization that take lower payments are looked down upon.
Anyone within their purview that don't sign up on their registers will be chased down until they sign, and those that don't pay their proper dues will be brought to the Clerks special facilities, where they will be forced to work until they have paid off their debt. As they receive a very low compensation for this, it is nearly impossible to pay it off within one human lifespan; those with longer lives might see the outside again, but they will be broke and worn, and will be required to make their payments on a monthly basis rather than a yearly.
Although anyone except those in charge actually like this system, it is not easy to install another one when all the healers are required to follow the Clerks orders or face severe debilitating punishment. Thus, nothing that has been tried to be done about it has ever succeeded and the Clerks still have the world under their thumb.
