The Horned Mask

The Horned Mask is almost a figure of legend, though it is clear he is very real. Depending on where you go and whom you ask, you may hear that he is a hero who protects Empyrea from foreign threats, especially those based out of Eberon, or that he is a lawless brigand who is as likely as not to be a foreign agent plotting to pull Empyrea into a war its people do not want.
