Tsar Piotr Romanovsky "the Grand"
Born on June 9th, 1672, Tsar Piotr was born in the Principality of Palischia to the Romanovsky royal family. Genius, eccentric, and larger-than-life, Piotr ran away from court to travel across Eisenburg, Albion, and Herabria to learn as much as he could. Returning with knowledge of military strategy, ambitions of a standing naval fleet, and the consolidation of Palischia and the neighboring Cossack hosts into one empire, he awaited the day his father, Grand Prince Ivan "the Terrific", would die so he could inherit the throne. Until then, he established unofficial alliances with the Cossack hosts. Grand Prince Ivan would die of moldy vodka on January 1st, 1700, after a New Years celebration gone wrong.
With the Principality under the newly-coronated Grand Prince Piotr's reign and the cossacks at his side, he and his closest ally, Boyar Igor Palischov, would assemble a makeshift army of volunteers, streltsy, and Cossacks, and then declare war on the Kingdom of Albion for control of the coastal city of Port Charlotte in 1702. Using Cossack horse archers to wreak havoc on Albine supply lines while the streltsy established portable firing platforms that the Grand Prince called "Guliai-Gorod", Port Charlotte was taken in under a month by the Palischians.
Threatening to unleash the cossack horsemen on the Albine countryside if he wasn't able to annex Port Charlotte, the Grand Prince negotiated a favorable end to the war and earned his first coastal port, which he renamed Saint Piotrsgrad and made the capital of his newly-formed Northern Empire in 1703. For this strategic and geopolitical genius, Tsar Piotr earned the title "the Grand". Shortly after peace was concluded, he would form the Northern Fleet to safeguard Northern Imperial interests at sea and along the coast. He would appoint Boyar Palischov to conduct raids on Albine coastal settlements and bribe pirates to sabotage Albine ports as far away as the New World as the Grand Maritime Union expanded its influence.
In 1714, wanting to destroy the sugar plantation colonies that the Grand Maritime Union operated in the New World, Tsar Piotr appointed Boyar Palischov to completely eliminate the plantations in the fury of torches and cannonfire. He would send the Oathsworn Druzhina, with the Imperial flagship, the frigate IMS Saint Nicholas, and her escort, the corvette IMS Vanguard, to sail west for the New World.

Flaws: Eccentricity. The Tsar is fascinated by the inventions and norms of the more "modern" nations of the Old World. He is willing to upend existing structures, traditions, and people to make the Northern Empire more "modern".
