The Court of Scales

The Court of Scales is a major law enforcement agency in Southsea, which focuses primarily on laws related to trade and commerce. Trade is a very important part of Southsea both economically and culturally, and so there is a heavy emphasis on making sure that it is handled properly. As such, the Court of Scales is one of the most well funded branches of the Southsea law, particularly with the private donations it receives from the Golden Cup.   While the namesake of the organization, and most well known part of its operations, are the courts themselves where offenders and tried and judged, the Court of Scales also has its own operatives in the field. These operatives monitier trade and work to apprehend wrongdoers. There are usually at least a few of such agents watching over and patrolling any of the notable docks in the country, as well as the town towards the north of the region that serve as notable trading posts towards the Midlands.   Beyond these standard policing agents, the Court of Scales also possesses some more secretive, well trained operatives. These elite agents go beyond minor fraud cases and improperly processed imports, and target much larger, more nefarious schemes. They serve as both spies and operatives, locating underground thieves guilds and illegal trading rings, finding out their weak points, and arranging and carrying out infiltrations to take down their most prominent members.   These elite members, known as the Scales of Order, are some of the most elite law enforcement agents in all of Southsea. Outfitted with the best training from both the humans and elves, and the best equipment the Golden Cup's money can afford them, they're even brought in on cases deemed particularly difficult or dangerous for other law enforcement agencies within Southsea.   While there's no evidence of any kind of corruption involved, there is a clear agenda behind the Golden Cup's funding of these agents. As the most prominent controllers of legal trade in the country, they have a lot to gain from the rooting out of underground smuggling rings and illegal trade.
