The Kingdom of Halen is a hereditary monarchy ruled by King Jarik Hillbreaker, a descendant of the Hillbreaker line that has remained unbroken for over a millennium—1,024 years, to be precise. The monarchy is supported by a tiered aristocratic system that grants governance over provinces and regions to noble houses, each led by a Duke or Duchess. These leading nobles are responsible for maintaining order, overseeing production and trade, and upholding the King’s laws. Underneath them are lesser nobles, including counts, barons, and knights, who manage smaller territories and estates.
Structure
The King: Supreme ruler, final arbiter of law, and Commander-in-Chief of the armed forces.
Queen Consort: A supportive yet politically recognized figure. In the event of the King’s death, the Queen Consort may serve as Regent for no longer than nine months. If no heir is produced or claimed within that period, the throne passes to the next in line according to established succession laws.
Dukes/Duchesses: Rule major provinces, reporting directly to the King. They enforce his laws and ensure prosperity within their lands.
Counts/Countesses: Govern large swathes of land within provinces.
Barons/Baronesses: Oversee individual cities, towns, or rural regions, ensuring local governance and reporting up the chain.

The Kingdom of Halen was established over a millennium ago by the First King, Eduard Hillbreaker, who was instrumental in forming the Concordance of Aligned Realms—a foundational pact of cooperation and peace among neighboring nations. Since that time, the Hillbreaker dynasty has remained unbroken, passing the crown from one generation to the next. Major historical milestones include the forging of trade routes and the integration of diverse provinces into a cohesive kingdom.

Halen is home to approximately 1.6 million people, spread across rural farmlands, bustling port cities, mountainous towns, and lush forests. The population is diverse in ethnicity and tradition, with each province contributing its regional dialect, art forms, and local customs.

The Halish military consists of roughly 21,000 active soldiers, including about 1,900 magi from across eight of the ten currents. The army is organized into seven Vanguard regiments—frontline troops specializing in coordinated defense and offense—and several supporting Magi units. Brightstrider cavalry units enhance mobility, reconnaissance, and tactical assaults. Command structures ensure loyalty to the King, and noble-led contingents maintain discipline and regional defense.
Religion
Halen’s predominant religion is Auralism, venerating the Broken Choir, a pantheon of deities believed to have sacrificed themselves to hold back the Endless Maw and gifted humanity with language and magic. Temples and shrines dedicated to the Choir’s memory dot the provinces. Halen’s exports include surplus grain, produce, finely crafted arms and armor, Brightstriders, cured fish, wines, and exquisite wood carvings. The kingdom's Terramantic craftsmen are amongst the best in the Pactlands, and export luxury jewelry across the Pactlands.
Major Imports
Halen imports luxury textiles, rare spices, and advanced alchemical products from Rasza and beyond. It also brings in rare metals and certain fine gems to support Terramantic craftsmanship of luxury goods.
Legislative Body
The Noble Council is composed of Dukes, Counts, and select advisors who convene in Cilasia. They propose laws, debate reforms, and advise the King. While the King retains veto power, the Council’s consensus can heavily influence policy, taxation, and foreign trade.
Judicial Body
Judicial matters fall under the purview of Crown-appointed judges, magistrates, and arbiters, who operate at provincial and local levels. These officials interpret and enforce Halish law, guided by charters established during the Concordance. Nobles may appoint local judges, but all rulings can be appealed to higher courts and, ultimately, the King.
Executive Body
The Executive Authority rests primarily in the King, supported by appointed ministers and advisors. They execute the laws, manage day-to-day governance, and oversee the military.
