High Magus Council
The High Magus Council serves as the central governing body for the Concordance of Aligned Realms, upholding its principles, enforcing its mandates, and ensuring peaceful cooperation among its member nations. With nine members—two elected from each nation and one mediator, known as the Arbiter—the Council embodies the unity and collective responsibility forged in the wake of the Endless Maw's. Headquartered in the grand structure called The Eye above the city of Dey, the Council oversees magical regulation, education, and international diplomacy. Its members are paragons of magical prowess, each representing one of the eight Currents of Magic that are permitted on the Council.
Structure
The Arbiter: The ceremonial head of the Council. Their primary duties include mediating discussions, maintaining order, and casting the tiebreaking vote when necessary.

The Lexicon Wardens: A subsidiary body overseeing the Aegis Tongue and tasked with preserving linguistic integrity and heritage.
Enforcers of the Pact: Regulators and emissaries acting on the Council’s behalf, often sent to mediate disputes, ensure compliance with magical law, or oversee educational standards.
Covenant of the Wisdoms: A specialized organization under the Council’s purview to regulate Psychomancers, ensuring their powers are safely harnessed and monitored.

Culture
The High Magus Council embodies an austere, scholarly ethos. Councilors are expected to act above partisan interests, focusing on the greater good of the Pactlands. The Council emphasizes discipline, intellectual curiosity, and adherence to the principles of the Broken Choir. While its members are respected, the Council is viewed by many as aloof, its inner workings shrouded in secrecy. Rituals honoring the Broken Choir and commemorations of the Endless Maw's defeat are integral to the Council’s identity.

History
The High Magus Council was established shortly after a period of massive upheaval on Elyndralis, emerging from a period marked by war, famine and death on a scale unknown since the time of the Broken Choir's sacrifice. The official histories rarely speak of this period, only marking it as the time before order was brought to the Pactlands with the creation of the Concordance. The Council's early years were marked by territorial disputes and mistrust, but through rigorous diplomacy and magical enforcement, it solidified its role as the ultimate authority in the Pactlands.
