The Kingdom of Locus
The ruling Monarch is decided not by blood, but by the will made manifest in the Hallowed Throne.
Within the Monarch's Palace in the city of Vassel rests the Hallowed Throne, an artifact from before The Division, which is used to decide the monarch. Who so ever successfuly sits upon the Hallowed Throne inherits the oaths sworn by The Counsel and Nobles of the realm to the first Monarch. The oaths are binding to the letter. If an oath is Broken the Monarch is instantly aware of this fact, as well as the oathbreakers approximate location while within the kingdom.
If the previous Monarch is dead any all may attempt to sit on the Hallowed Throne until a new Monarch is decided. From the lowliest peasant, to the richest noble.
The most recent Monarch, King Gullivan, was at first believed to be a just and respected king, but was violent and greedy for more power, subjects, and land. He lead the kingdom to war after war claiming whatever they could from whoever they could. In the end he was killed by an uncerimonious arrow in the throat after he had defeated a batallion of Wood Elves. With the sudden loss of the Monarch and subsiquent power vaccume all the land the kingdom had taken was retaken in a relatiation effeort, and a large portion of the kingdom's land was annexed as retribution for the King's actions.
Since the death of the last Monarch court nobles have been too afraid to open the castle to the public lest the next Monarch lead them to similar ruin that may destroy the kingdom this time. The Hallowed Throne has sat empty for 73 years.
Education
There is a government funded public school system that covers basic reading/writing, math, geograpgy, and history of the nation. As well as more specialized colleges with more advanced educations available for those who wish to persue them.
The kingdom is home to one of the few publicly open magical academies across Tovran where anyone can learn magic if they have the aptitude for it. The primary requirement is a 10 year tenure in The Monarch's Will army.
