The Sparrows

A form of peace-keeping agent that operates within the Empire of the Sun and under the supervision of the Imperial Regents.

On the paper that created the Sparrows, the organization is not to be used to spy on member nations of the Empire, but everyone assumes that they are, and at times they are most certainly correct.

The Sparrows do everything from protection, to info gathering, to espionage, and assassinations. If there is anything cloak and dagger that needs to be done, they will do it.

Their existence is a clear open secret, and rumors abound about who may be a Sparrow and how to identify one.
