Emissary

The Conclave do not walk amongst their subjects anymore. Their will is enforced through several different ways; the Militia made up of loyal Houses who swore loyalty to them when they began to rise to power; the numerous Drones of various sizes who act as their eyes and ears across the city as well as being instruments of their wrath, and finally the Emissaries.

Of all the minions in service to the Conclave it is the Emissaries who inspire the most terror from the denizens of London. Masked with glowing eyes and clad in long black coats no skin is visible on their body; they are silent and menacing figures invariably followed by two or more Eyes; fist sized spherical drones that buzz around the Emissary, scanning all who approach and capable of emitting non-lethal or very lethal electric shocks. The higher ranked the Emissary, the more Eyes they will command. The Emissary sees what the Eyes see making them nearly impossible to sneak up on and can call for aid if needed.

Physically the Emissaries are far stronger than the average human, their bodies strengthened by their Conclave masters. Each wears about their person, hidden by their coats, a small arsenal of weapons and equipment such as sonic amplifiers in their masks that can break glass, rupture ear drums and induce nausea, gloves that can emit electric discharges, hidden modules containing an assortment gases that can subdue or kill.

Yet their most feared weapon is their ability to manipulate and control the nanites that have infected every living thing within London. All the Emissary need do is activate the nanites within their target and that unfortunate soul is wracked with indescribable pain as the nanites liquify their organs and multiple, turning flesh into carbon in a process that can be torturously long.

Much of what the Emissaries do is theatre. They rarely need to use their so called powers as to the average citizen they are the servants of their Gods. Years of brain washing and terror have left an indelible mark upon the population of London. When they need to make an example the Emissaries do so in the most grandios way.

It is the Emissaries who travel beyond London on diplomatic missions and trade talks, accompanied by Templars and Drones. Through them the Conclave can speak directly, reminding both allies and rivals of their power and influence. An attack on an Emissary is an attack upon the Conclave and few are willing to jeapordise trade with London, no matter how much they loathe the very idea.
