Resistance was present on Earth from the day the governments and militaries failed. Groups were organizing on a local level in order to provide support for people who lost their homes and families, and to defend against the invaders. Most of them were not fighters. In the early years of the occupation there were many groups who didn't have any weapons. Most of these groups believed the Unity Government when they said that they want to help. Groups who were actively fighting the invaders called the Unity Government traitors and started to fight them too. This was the true beginning of the resistance movement on Earth.

Structure

The resistance doesn't have a one leader. It is organized in autonomous cells, each with its own leadership. Cells in one region are connected into networks. A network is more of a group of cells which support each other than a command structure. The Human Liberation Front is sending agents with a task of establishing a centralized resistance command, but in the world where most communications are controlled by the Unity Government and Kralls this is a very difficult thing to do. The only thing they managed to do is to setup a secret hyperspace relay which can be used to contact the Liberation Front.

Resistance Oath

"So help me god" isn't a part of the oath, but people are allowed to add it if they want.

I solemnly swear to remain faithful to my home planet of Earth and be her protector. I will fight for her liberation and I will be ready to give my life for her. I will follow the orders of my superiors and the Human Liberation Front and I will keep the secret no mater what. [So help me god]

Response to the Oath

I accept you into the ranks of the Resistance. Your duty will be to fight with weapon in hand. Victory will be your reward. Treason is punishable by death.
