Retinor

The Staff of Ceitus is an artifact left by the departed gods. It was found by the first Queen of Malminar and indeed was the impetus behind both the creation of the Country of Malminar as well as it's capital city Retinor.
Emberly Malminar was an explorer and Wizard in the Second age and she stumbled upon a sealed cave complex here by the ocean. Her exploration brought her deep under ground to a fantastic carved cavern where a small dias held the Staff stuck in the stone. The Staff glowed to life as she stepped upon the dias and, the legends say, instucted her to build a city on this site and that a great country would grow up around it.
Queen Malminar began the life long project and the staff caused the dias and the grand throne room to rise to the top of a grand castle on the hill overlooking the natrual harbor. The Staff proved impossible to remove from the stone. Touching the Staff has been a test of Wizards ever since tbe completion of the castle.

Demographics

Humans, Beastmen, Elves, Altemen, Nyad, Dryad, Merions, and others. Human are the majority in the city.

Government

King or Queen in direct line of the Malminar family rule with the assistance of a counsel of Wizards and a Court of elders elected by the people. King or Queen have ultimate authority but are guided by the counsel and court. Lords and Ladies of various territories proxy for the central government in their lands.

Infrastructure

Retinor has an extensive harbor, docks and shipyards and is a major port for the country of Malminar. This is the principal port for the export of the The Acradious Fruit and its various products.
The city has an extensive system of support for the disadvantaged and disabled. The poor, sick and disabled are well taken care of by the state and medical care is freely available to anyone in the city whether they are citizens or not. Taxes are fair and enforced, but the people have a say in how thier taxes are spent. There are no homeless in the city and everyone who can work is employed in some way. The system isn't perfect, but it is the best on the continent of Halconiket. The immense amount of money brought in by the export of Acradious fruit and its products allows Retinor and Malminar to take very good care of it's citizens.
