Speaker Regent

While on paper all Speakers in the ruling assembly known as the Twilight Council are equal, one is always designated as a kind of arbiter or coordinator of the rest. The "Speaker Regent" does not participate in the creation and implementation of laws, but they also have the ultimate power over all other Speakers in the Council.
