The Twilight Council

The ruling authority, an assembly of high-ranking government officials that create and implement laws and policies, is known as the Twilight Council. The individuals that make up this group are known as "speakers", as they are considered to be acting as intermediary between the gods and humans. Their selection, while carried out by an internal vote, is seen as divine judgement.
