Noveri Outpost is run by the syl, just as Novaneri is. Noveri, however, is a bustling place open to all. Located on Lumia, Noveri is most well known for its justice and rehabilitation system.

Along with various shops and attractions, Noveri is a hub for 'criminal' rehabilitation. With a 95% success rate, citizens are integrated back into society with help from Mikhyl himself and the government. Noveri has the money and resources to help those from other settlements as well, keeping citizens afloat and comfortable rather than leaving them stranded in failed economies and less than supportive governments.

Due to their high success rates, many rehabilitated citizens settle within Noveri itself, where they have access to the support and resources they need. Noveri is a steadily growing city where all people are accepted, regardless of mortalis, gender, sexuality, and even past actions.

Though Noveri is open to all and is run by the syl, only a few syl are broadly visible. The syl are still quite secretive, preferring to blend in with others rather than show off to the public view. To other mortalis, Noveri is simply the largest port city on Lumius, as well as the safest for refugees and misguided citizens.
