The Mayoralty

The Mayoralty rules Portum Nebulae. They administer the laws and collect the taxes. As long as they are kept in power and paid their taxes, they are content for the petty folk to go about their business. Whenever the petty folk stop paying taxes or threaten the Mayoralty's power, they brutally quash the populace, until all will to defy them is gone.

Structure

The Mayoralty is led by the Mayor, who has ruled for as long as any can remember. She has been in power since the old man was a child. Advising and supporting her are the council. The nineteen councilors rarely change either, though the old man remembers two who have been replaced in his lifetime. The means and methods of their selection and disposal are unclear.
