Vertort, Zura Zuria, and the Sea Elven Isles
Structure
Each of the islands acts as a fort of sorts. Each island is run by two officials, one in charge of military affairs and one in charge of diplomatic ones. They coordinate shipping and personel movements to reach goals from their Emperor.
Public Agenda
Publicly they state they wish to prevent pirates, waterborn fiends, and aquatic beasts from plaguing the realm.
Assets
They collect tolls on all trade that is protected by them. As they cover most trade that isn't on the White Sea they have a significant amount of wealth.
History
These islands have long served as outposts to whatever kings could lay claim to them though in the 4th Age several islands claimed by Genos were sold to the Sea Elven Empire in exchange for the removal of a Pirate Republic along the northern shore of the Troll Coast. Since then they've served as diplomatic embassies and patrol bases for the Empire.
Territories
The true extent of sea floor owned by the empire is a closely guarded secret and very few know of any actual cities that one could visit.
Military
The military largely consists of a patrol ship navy and marine cohorts. These pressures are enough to deal with nearly every threat, though failing that large sea monsters have been rumored to be commanded by the Empire.
Foreign Relations
These seats of the empire style themselves as the most impressive forts or the most luxurious palaces. These are both important in building the relations with their neighbors as it allows the Empire to have lengthy fair negotiations while also showing just what they can back their word up with.

The Sea Elven Empire doesn't use gold coinage, though foreigners don't value deepwater shells and so a type of barter system in generally favored. The goods are often ceremonially exchanged as the small islands lack the ability to hold much timber, food, or iron and as such are stored in coffers belonging to the Empire but rented from other nations for a portion of their contents.
