To call this a process is to take the biggest grain of salt with it. The process is the negligence of the paint company that produces the legal version of their paint. The vats in which the pigment is made has a "small" leak, leading it to drain into the cavern below the company's manufactury. As time progresses, the Stalagmites grow, each layer, drop by drop. Each layer is a unique color, varying in vibrancy and mixability.

History

Inside the industrial district of the City of Glaion , there is a cavern that was once used as a cheese cave. That company has long since gone bankrupt, though the cave they built still remains. Unbeknownst to the buyer of Jorgal and Son Inc. they built their paint factories on top of the cavern.  
Due to a structural issue with one of the drainage components for the great vats inside the factories, they drip constantly. Though the company has no real interest in fixing the issue without upgrading the rest of the capabilities. These dripping paint vats, pools and seep through the cracks in the floor where they drip slowly into the cavern.  
This had led to an interesting pastime inside the Artists Quarter . That being paint delving. Much as one would delve into a cave to explore, various artists and thrill seekers gain entrance to the caves to view the stalagmites. Though these two groups of people have vastly different goals. The artist would prefer to harvest the paint as a cheap means to continue their craft.  
These artists have taken to chiseling away at the columns to find colors they wish to use. Because the cavern was a build feature, the cave has no risk of collapsing if the columns are removed. This has become an underground task as various artists also take the paint to sell without Jorgal knowing what is happening.

Significance

The cavern has become a hotspot for the Artists living in the Kingdom Of Galus . Though it is a secret everyone knows about, it has led to some rather interesting legal matters. As it is still technically the property of Jorgal and Sons Inc., anyone caught selling it without permission, is facing a not insubstantial court hearing.  
While Jorgal is aware of the cave, he is unwilling to block the entrance. This is because, at least to Jorgal, a benefit. This highlights his business, to show that every artist in the city is willing to take a risk to get their paint. He sees this potentially business ending bit of publicity as a way to advertise his goods without ever really having to do anything. Sure, he may have to prosecute the occasional artist, but the publicity each case gets is nothing short of a godsend.
