Conclave of the Garden

The Conclave of the Garden (or simply 'the Conclave') is the governmental system of Sahle-ve'Ebaith -- the titular 'Garden' -- the ancestral homeland of the nae'cthosai located in the southwestern corner of Unenshuut.
The Conclave is comprised of an elected council of elders who carry out the will of Ctho as interpreted by three priests (known as the Priests of the Garden). In this fashion they are part theocracy, part noocracy/geniocracy, but in practice there elements of tribalism and nepotism largely goes unquestioned. The exact elective process and candidate criteria is unknown to outsiders. It is unheard of for a non-nae'cthosai to hold the position of elder or Priest of the Garden.
