The Free City
Laws & Customs
As a Free City there are very few laws:- No person may be compelled to become a Free Citizens, through force, coercion, or Bribery.
- No Pact, Law, or Authority from outside the city applies to any Free citizen. No Pact, Law, or Authority from outside the city can compel a Free citizen to act against another Free Citizen
- An Oath made between Free Citizens is binding; Oathbreakers will be branded with the mark of the Unfaithful and banished from the city. Those bearing the mark may be killed on sight.
- All Free Citizens are empowered to punish Oathbreakers without fear of retribution.
Free Pacts
As oathbreaking is taken so seriously by the magic of the city, it is very common for free citizens to engage in Free Pacts. A Free pact is considered not as serious as an oath, and thus the consequences for breaking or failing a Free Pact are less serious. To qualify as a Free Pact, all parties must agree, verbally or in writing that they are engaging in a Free Pact before any agreements are reached. They are free to specify whatever conditions or punishments they wish on the pact; however, the City will not back up or enforce these conditions. Citizens may engage the services of a Pact Maker to impose magical consequences as a condition of their Free Pacts.History
The city, and its demiplane have existed for more than 1000 years, though much of its history has been lost to time, as there has never been any kind of formal government or organization beyond the Oathneedle that has been able to hold power for more than twenty years at a time. Legend says that the demiplane was created first by a mad wizard as a prison for the enemies of a long ago king. He ended up drawing so much power to expand the borders of the demi plane that it consumed him and the forgotten king
