Free pact
As oathbreaking is taken so seriously by the magic of the city, it is very common for free citizens to engage in Free Pacts. A Free pact is considered not as serious as an oath, and thus the consequences for breaking or failing a Free Pact are less serious.
To qualify as a Free Pact, all parties must agree, verbally or in writing that they are engaging in a Free Pact before any agreements are reached. They are free to specify whatever conditions or punishments they wish on the pact; however, the City will not back up or enforce these conditions. Citizens may engage the services of a Pact Maker to impose magical consequences as a condition of their Free Pacts.
