The Reformation Interregnum was a strange and turbulent period where the survivors of the Age of Burning Bodies attempted to re-establish various royal kingdoms, dynasties, senates and democratic experiments within the bastions, leading to strife and conflict often referred to as Blood War. These conflicts resulted in back and forth retribution killings and even genocides, occurring on a scale that caused some bastions falling to supernatural forces. Eventually, the Colleges, Guilds, Synods and Orders began to meet in secret, ultimately leading a revolt against the warring factions of the bastions. In the wake of this war, the Grand Accord was formed to bring about harsh new laws and preserve what remained of civilization, often going well beyond the original plans of the more hopeful Keidonian Stewardship.

Eventually, the Colleges, Guilds, Synods and Orders began to meet in secret, ultimately leading a revolt against the warring factions of the bastions. In the wake of this war, the Grand Accord was formed to bring about harsh new laws and preserve what remained of civilization, often going well beyond the original plans of the more hopeful Keidonian Stewardship.   Grand Reform With much of humanity lost to the ravages of the supernatural that spilled unchecked beyond the walls of the bastions, the Accord was given significant privileges by local leaders to prevent the spread of corrupting supernatural forces while reforming the social and legal systems of the bastions. New and harsh laws would be put in place to stop the Blood Wars and keep the complicated social stratum of the bastions in check Violating curfews or moving between bastion quarters without permission were punished with weeks of hard labor on the overburdened infrastructure of the bastions. Crimes of theft or assault were often punished by exile beyond the wall. Murder and other serious crimes were punished not only with death, but by 'Immortal Contribution', an euphemism for magical or divine sacrifice used to keep up with the extreme demands for food and shelter the bastions generate.   Grand Watch While support for the Grand Accord varied from bastion to bastion, the Accord ultimately came to replace traditional militaries and cityguards of the bastions with the [[Grand Watch]]], often comprised of the now idle war mages within the various local chapters of the Arcane College. While the Grand Watch often made good on their promise keeping the peace and protecting the bastions, the severity and totality of the Accord's policies eventually soured public opinion of the Grand Watch, particularly the adamantly authoritarian Light of Judgement. The Conscription War Even though the Grand Accord managed to staunch the Blood Wars, the people of the bastions were fragmented and disillusioned. The Grand Accord implemented what they referred to as 'conscription', a euphemism for the Accord snatching up potentially powerful children, particularly in poor and underrepresented neighborhoods. As dark rumors began to swirl over human sacrifice and other horrible fates these children may have endured, A new kind of war broke out within the bastions as the public placed its support in previously demonized old religions and secretive cabals who could equalize the power of the Grand Accord. The Conscription War would greatly weaken the Grand Accord, cutting in half the nation of Kalam and freeing the city of Ebih completely from direct control.
