Legetania
At its core, the title of Legetania (being the female variant of the title, with the male equivalent being "Legetus") is granted to the ruler of Hercilan once voted into the position and nothing more. Originally, it was something done to protect the nation from the fracturing and politicization that the senate was prone to.
A ruler would be voted for when the previous died, rule until their death, and then the next would take their place. Do well, and the senate would likely vote for someone related to you by blood or political circle. Do poorly and they are not likely to allow your own into positions of power for as long as records reflect poorly upon you.
Of course, that idea is simply the ideal outcome. Rarely does a lofty plan such as that work in the way the founders set out, at least not for long. Now, there are long-standing dynasties propped up by parties of loyal senators and maintaining power for as long as they can make a majority happy. If they can't... well, the senators still hold enough favors to act on their displeasure.
Currently, the Legetania is Cicereia Wolfsong, whose dynasty has been ruling since the start of the XVI wheel, and who has garnered an... interesting reputation. In most facets of ruling, she has proven effective and popular. The people are fed, and when they aren't they're distracted just enough by games. The senate finds itself in surprising agreement, with old promises being kept and new deals being worked out. Her amorous pursuits, however, garner greater attention. She has long made it well known that she was looking for a partner, and being willing to discuss the topic whenever possible and with nobles and peasants alike. She seems to have no particular goal with these propositions, at least not within the realm of politics. She doesn't even make a distinction between Humans and Otonomoi. Her escapades were something of a national amusement for many centuries, but ultimately viewed as harmless if a little embarrassing. Plenty of men and women could fool themselves into thinking that she'd wander into their lives someday, put them at the top of society. That is, until, the crowning of the current Kaiserine of Longardia.

Accoutrements & Equipment
The rod and spatha are the traditional symbols of the Legetania, to symbolize both war and peace. These symbols are largely ceremonial and are not often held by the current Legetania. The official pieces, however, are nonetheless worth several fortunes.
The spouse of the Legetania is not, inherently the Legetus, and would have to be titled as such by the senate in the same way the Lehetania is.
