Adelaide

Once a city of culture and industry, Adelaide now represents a safe enclave where the manufacture of medical technology and armaments can be used to sustain what is left of the civilised world. Following the collapse of Sydney it has become Australia's fourth largest city.   Adelaide was the capital of South Australia, and arguably still is though this is largely just a technical role as it is unable to exert much influence beyond its walls.   Inside the city people attempt to continue life as though still in the 21st century. There is elected government, reliable water and electricity, law, order, industry and entertainment. The proportion of people who are religious has dramatically increased since the event of the demon, and as the city of churches, Adelaide has seen an incrase in all faiths.   The enclave only contains a portion of what was once Adelaide, the remaining subburbs are empty, or inhabited by first born scavengers. A ring of demolished buildings around 500m wide surounds the enclave, giving plenty of space between the ruins and the enclave walls.   Adelaide is fortunate in that it is a port city, allowing easier trade with the rest of the world, and perhaps more importantly, a steady supply of fish that makes up a large part of the inhabitants diet. Life here is generally seen as good, and is perhaps of a better quality than many other larger enclaves.

Demographics

Around 90% European, 5% Asian, 5% from elsewhere, including indigenous people. The wealthy upper class comprises about 5% of the population, a further 30% of the population are middle class professionals, a large portion of whom work in engineering roles. The lower classes comprise about 35% of the poulation, with a number of working in shipping and manufacturing. Armound 30% of the population are normalised first born, and many of these are used as industrial labour.

Government

Adelaide is governed by an elected council

Defences

Concrete barriers with watch towers, though the latter are typically not manned. Advanced sensors detect anything larger than a dog approaching and trigger automated warnings, flashing lights and loud sirens. If these fail to deter them drones are scrambled and armed troops are sent to the watch tower. Given that a warning has already been issued and first born are dnagerous, these troops will shoot on site.   There are a number of controlled access points into the city, manned by armed troops 24 hours, even though the gats officially open at 6am and close at 9pm.

Industry & Trade

Manufacturing, shipping, electronics, defence and health care.

Assets

A large industrial and defence sector, a functioning port an airport.

Guilds and Factions

The council is typically divided between the catholic backed conservatives, who very much seek to limit first born freedoms, and the liberals, who are more secular (though with some anglican and jewish backing) who advocate greater interaction with the first born outside the city walls.   All religions have influence in Adelaide (and indeed all across the Empty Earth) but the catholic church holds the most sway.   The medical industry, defence sector and shipping industries all have considerable power within the city.

History

The city was founded in 1836 and chosen for its location close to the River Torrens, in the area originally inhabited by the Kaurna people and known as Tarndanyangga ("place of the red kangaroo"). The original design sees the city set out in a modern grid layout, interspaced by wide boulevards and large public squares, and entirely surrounded by parklands. Early colonial Adelaide was shaped by the diversity and wealth of its free settlers, in contrast to the convict history of other Australian cities.   In the 20th century Adelaide became noted for its many festivals and sporting events, its food and wine, its coastline and hills, and its large defence and manufacturing sectors. It is these last two factors that made Adelaide a natural choice for becoming an Enclave as the number of uncontrolled first born began to rise.   In 2035, when the first born phenomenon first arose, Adelaide followed national policy with regard to first born, assessing each individual and confining those deemed dangerous to institutions. By 2040 it was clear this could not continue, and first born were allowed to go free. Their presence in the city saw much violence, though first born were as likely to be the victims as the perpetrators.   In 2042 it was decided to designate a containment area for first born citizens. Barriers were put up and all first born were rounded up and resettled. This was coupled with the First Born Registration Act that saw all citizens issued with ID cards in order to determine who was first born.   Within a year it became evident that containment did not work because first born could come in from outside the city and furthermore were fairly adept at circumventing security. With decreasing practical support from a decaying goverment, Adelaide set about converting the core of the city into an Enclave where first born were not permitted.

The centre of Adelaide features a colonial style, though the furthr one gets from the centre the more modern it gets. There are a handfull of skyscrappers and a large industrial district.
