Garou Gang

Structure

Known as werewolves to mortal beings, the Loup Garou of the Garou Gang are mortals born with the viral disease of lycanthropy. They are transformed through the exposure of high levels of gamma radiation, most prominently from the moon. However, too much gamma radiation, also called the Howling Death, inadvertently causes their bodies to excessively transform to the point of literally having their bodies tear themselves apart. This especially heinous death is capitalized by a special, high-pitched scream that signals the point of no return. There are two different types of werewolves:   Evolvers - Werewolves that have evolved from different breeds of wolf and change strictly from gamma exposure. They are said to have originated in East Africa and hiding among the humans as nomads. Because of their rich Egyptian heritage, every Evolver has an Ankh tattooed on their chest, which also helps them in their identification as part of the Lower Pack.   Mongrels - Werewolves that have altered their Lycanthropy through witchcraft, allowing them to transform into their bestial forms at will without the need for the moon as a trigger. Their gamma radiation is stored in their inhuman cells to be used like a battery and is mostly used in intervals, allowing them to blend in with most humans at their discretion. They are said to have originated before the establishment of Christianity, hailing from Eastern Europe, specifically Russia. Mongrels lead the gang as part of the Higher Pack, having a Unicursal Hexagram branded into the back of their necks.

Culture

The Garou Gang is a blue-collar organization, preferring to keep their gang's business completely exclusive. However, similar to most biker gangs, they are not afraid to show the symbols of their respective packs or engage in a challenge. The GGs hold community over anything else and strongly believe that there is no such thing as a lone wolf. Each year, a leader of the group if decided by having the strongest Mongrel defend his title against any who oppose their leadership. The first step is a democratic process where both the Lower Pack and the Higher Pack cast a vote on whether they should remain head of the packs. If there are any who disagree, they move to the second step which is called the Broken Fang Ritual where the head of the pack must defeat and break the fangs of dissenters. If the head of the pack is killed by their dissenters, their body is skinned, their pelt preserved and their position is granted to the one who killed them.    The current Head of the Packs is Igor Ivanov.

Public Agenda

The Garou Gang are some of the most feared creatures in Old Town due to their quick temper and suspicion with anyone outside of the gang. However, this has been attributed to a choice few werewolves in the gang who strongly believe that fully succumbing to their bestial side is the only way to defeat the head of the packs and become the new leader. This leads to the younger generation becoming a publicity nightmare to an organization who simply wants to work their day jobs and do their business behind closed doors.

Assets

The Garou Gang make most of their money off of petty theft, grand larceny and the illegal distribution of homemade moonshine. Although their moonshine has been called one of the best alcoholic drinks in Old Town, the APD has cracked down on their distribution, making it harder to get and, thus, much more valuable. Because most members' normal jobs as day laborers, minimum wage workers and construction workers barely help them make ends meet in their large families, many turn to crime to satisfy their habits.

History

The true origins of the modern day Garou Gang have been disputed from millennia, mostly by former pack leaders and wannabe pack leaders who want to flaunt their knowledge. The only agreed origin point that is widely agreed upon is that the organization was traced back as early as 1458 BC in the time of Amenhotep III. Although not substantiated, there were stories that told of the Cult of Wepwawet engaging in heinous behavior that included ritual sacrifices, cannibalism and murder for the sake of gaining their deity's favor. They wished for him to "open the way" to the path of immortality, wishing to escape the Pharaoh's rule and become masters of their own fate. But as their body counts climbed, so did Anubis' ire. It is said that, although their devotion bordered on inhuman, their grievous crimes could not be easily forgiven. For this Anubis was said to have cursed the Cult of Wepwawet with immortality but at the cost of becoming grotesque facsimiles of their cherished god.      With every showing of the moon, cult members were forcefully and painfully transformed into what the modern world now knows as werewolves. The cult of over a hundred members was soon halved, most of them dying in the midst of their first transformations. Those who survived entered self-exile and abandoned any sense of humanity, instead forming packs that traveled across Egypt and, eventually Africa. Unfortunately, after only a few years of migration, they became urban legends that tribes sought to hunt, believing them to hold mystic power that would bless them. Now faced with the karmic fate they gave to those they once sacrificed, these Evolvers were forced to flee the continent and head north. It was there that a schism occurred. Some of the Evolvers wanted to continue North and eventually settle in colder climates, like Russia. Some Evolvers wanted to return to Egypt to become nomads and live out the punishment of their god. Although both sides of the schism bred with humans, spreading the lycanthropy virus, only those in Eastern Europe were able to find a way around Anubis' curse.      By becoming devoted students of Thelema, the Mongrels of Russia soon learned how to control their Lycanthropy, developing it into a dominant strain. Through occult rituals, not only did they become more intelligent and acclimated to human society but they were also able to easily integrate into the criminal world. Moonshine became their trade of choice, selling it across Russia and becoming underground kings. Once word about the Far East Destruction spread around, both the Evolvers and Mongrels started to migrate to the mystic Archipelago, in search of a place where they no longer have to live in exile or be forced to appease human customers. Now, the only deity they submit to is the moon.
