Zhao Yun Chi
Zhao Yun Chi was an aristocratic mage from the city of Highloft, born in the 31st century APC towards the beginning of the Time of Terrors. She teamed up with Clarise Vabatan in a secret pact in 3079 APC, becoming the co-founder of the infamous Sisters of Vabatan.
In 3117 APC, she assumed control of the government of Highloft when she became the Lady Cultivator of the High Gardeners and retained control for the remainder of her life.
