The Silent Alliance
The Silent Alliance operates across an increasing number of the Twilight Realms where it has become strong and confident. It acts as an occult society, sometimes openly and sometimes in secret and it dabbles in government without overtly controlling any realm. It opposes the Stability Council but its own aims are poorly understood and the Council has not been able to determine the leadership structure.
