The Declaration of the Domains of Greater Pale

The Declaration of the Domains of Greater Pale was the foundational document and basis of the constitution of the Old Pale Empire.
Prepared in secret over several years by the founders of the Empire, it was declared in public for the first time by Emperor Hanrith I on 14th Authon 4542 BPC. By 2nd Chiroth in the same year, only a few short days later it had been officially ratified by the Ecclesia, the new body that it had brought into existence. If this seems like a highly dubious example of "marking your own homework", there were many others at the time who thought so too, but it transpired that there was little they either could or would do about it.
