The Citadel Worlds

The Citadel Worlds include the locations known to the Stability Council which are considered to be the safest and most isolated from the rest of the Discontinuum because they have the highest natural barriers to travel. Travel in and out of the Citadel Worlds is difficult for agents and natural transfers between realms are almost unknown (but not impossible).
Earth Stable, Earth Zero, the universe of The Bubble and The Galactic Confederacy are all citadel worlds.
