The Council of Oars was only recently recognized as an organization of power and autonomous area. Before this, the Council was considered a gang of pirates and lawless merchants with only scattered monopolies and port towns. Only when they banded together and grew Orchidea into the biggest trade city of the continent, did they draw international attention and action.

Culture
The Council of Oars values the free market above all. Barter, coins, favors - all ways of trade are valid in the Sea Market. A specialty of Orchidea, and in other hot spots of the Council of Oars, is the indulgence of "earthly pleasures". Wine and other intoxicants, usually brewed by the Harvesters further south, can be found in every small corner market stall and peddler. While other nations might frown upon their hedonism, their exotic goods are an important export for the Council of Oars.
Most of all the Council of Oars values freedom, both in their economy and their legislation.
